[NEW] ‘Relief’ for charities as probate waiting times halved in six months

Figures published by HM Courts & Tribunals Service (HMCTS) on Friday show that the average waiting times from the submission of a probate application to it being granted halved in the six months to December 2024.
Overall waiting times fell to just over four weeks in December 2024, the figures show, down from eight and a half weeks in June 2024 and 12 weeks in December 2023.
[NEW] Charities urged to insist on funding uplifts to cover NICs rise
Charities have been encouraged to tell funders either to increase their funding to cover the impending increase to employer national insurance contributions (NICs) or expect a reduced output.
Debra Allcock Tyler, chief executive of the Directory of Social Change (DSC), wrote in a blog this week that “some of the financial woes we face in our sector are of our own making”, with many charities attempting to deliver the same work as before when costs rise.
She said that while charities “strain every sinew” to continue providing services due to their commitment to the cause, they should instead explain that cost rises will limit their work if not covered by more funding.
Public sector bodies told to ‘maximise procurement spend’ with charities
Central government has issued new guidance for public sector commissioners, requiring them to “maximise procurement spend” with voluntary, community and social enterprise (VCSE) organisations.
The Cabinet Office’s procurement policy statement, published last week, states that all central government departments including executive agencies and non-departmental public bodies must set a two-year direct spending target with the VCSE sector by 1 April 2026.
The statement also addresses public spending with small and medium-sized enterprises (SMEs) and aims to drive economic growth and strengthen supply chains.

Trustees urged to accept ‘contentious’ donations when in charity’s best interests
The Charity Commission’s chief executive has said that trustees should accept “contentious or controversial” donations if they are in the organisation’s best interests.
Speaking at the Beacon Philanthropy and Impact Forum, David Holdsworth said he hoped the commission’s recently published guidance on accepting donations would inform a “receiving culture” in the sector.
Holdsworth said the regulator had an ongoing commitment to promoting philanthropy but that he feared donations being “withheld for fear of being rejected” and therefore adding to charities’ financial challenges.
New ‘charity AI task force’ set up to improve sector’s AI influence

Surveys, Research, Feedback and Reports
Survey for social prescribing link workers
NASP (National Academy for Social Prescribing)’s new survey is an opportunity for Social Prescribing Link Workers (SPLWs) to influence the future of Social Prescribing. NHSE will not be carrying out a national survey this year, but NASP is facilitating its first-ever national consultation to gather valuable insights into the views and experiences of Link Workers, whether they are based within or outside the NHS.

These insights will inform the continued development of NASP’s support offer and broader initiatives, ensuring they are tailored to meet the needs of the SPLW workforce effectively. NASP work with a diverse range of stakeholders and the findings will be shared across partners and stakeholders to influence and inform policy and practice and drive meaningful progress across the sector. All responses are anonymous, and will be shared with an external evaluator. Results of the survey will be shared in April 2025 via the NASP website.
It should only take 20 minutes to complete and there’s a chance to win one of ten £25 M&S vouchers.

Charities urged to answer call for evidence on community and cohesion
Charities and civil society organisations have been asked to share their views on how to “build more connected, cohesive, and resilient communities” in light of last summer’s riots.
The Independent Commission on Communities and Cohesion, which launched this spring, has issued a call for evidence to help shape the early phase of its work.
Hosted by the Together Initiative and co-chaired by former cabinet ministers John Denham and Sajid Javid, the commission aims to develop recommendations for policymakers and a collective vision for the future of communities.

The report bases its findings on the Charity Job “I Quit!” Survey, which was conducted by Charity Job Finder in order to gain deeper insights into the sector’s struggles with employee retention. Around 300 charity workers responded.
The findings highlight some serious challenges within the sector, particularly around workplace culture, leadership and burnout.
Government must treat civil society as an equal partner alongside business to meet its goals
The Civil Society Covenant must come with a set of “concrete mechanisms” to enable an equal partnership between government and civil society, according to a new report. Mission Critical 03, a report from The Future Governance Forum, in partnership with social sector think tank NPC and Lloyds Bank Foundation for England and Wales, exposes the fragile state of government-civil society relations, pointing to concerns that third sector organisations have previously been treated as a stakeholder to be managed and not afforded the same status as business.
While it sets out practical steps the government should take to embed civil society’s insights and expertise into the design and delivery of its missions, we also see ways civil society organisations can play their part.
