Local leaders will be asked to work closely with central government to achieve these.
Community Power Pilots will work in up to 25 places to support councils, community groups and local residents to co-design solutions to local problems, explore longer term models of community involvement in service delivery, and help build neighbourhood and community capacity for the future.
You can read a little more information here. It is as yet unclear how they will relate to existing neighbourhood programmes, or work in practice.

EHRC Draft Code of Practice for Services, Public Functions and Associations and the Equality Act 2010
The EHRC have published the draft code of practice for the Equality Act 2010, updated following the ruling on sex and gender reassignment by the Supreme Court in April 2025. The code is still in draft form and, once in force, will become statutory guidance to explain how the Equality Act applies in practice. The EHRC have produced a blog explaining more about the changes that relate to sex and gender reassignment here.
It explains the meaning of sex under the law, including for people with a gender recognition certificate, and the protections given to a trans person in law. It also explains more about single-sex services, toilets and asking about a person’s sex, and the limited legitimate circumstances where this could be done. There is also guidance for societies / membership organisations etc. on legally restricting membership to people who share a particular protected characteristic.
Assuming there are no parliamentary objections, the draft code will become statutory guidance around the end of June. The Charity Commission will then publish its own guidance for charities, the timeline for which is currently unknown.

EHRC guidance to create ‘uncertainty and concern’ across sector, trans groups warn
New guidance on implementing equality law is “exclusionary” and will create “significant uncertainty and concern” across the charity sector, campaigners against transphobia have warned.
Last month, the government laid the long-awaited Equality and Human Rights Commission’s (EHRC) draft updated Code of Practice in parliament.
The code provides guidance across all nine protected characteristics and up-to-date examples of how the Equality Act 2010 applies to everyday situations.
Data privacy and fundraising – updated guidance from Fundraising Regulator
The Information Commissioner’s Office (ICO) has now published their eagerly anticipated updated guidance on direct electronic marketing, to help ensure charities comply with the new law on charitable purposes soft opt-in.
The introduction of soft opt-in represents an opportunity for charities to strengthen relationships with supporters and potentially facilitate greater fundraising. However, charities must avoid using the new provision in ways that could damage public trust and confidence in charitable fundraising. This guidance from Fundraising Regulator covers the responsible use of charitable purposes soft opt-in.
New employment rights: guidance for businesses and workers
The Employment Rights Act became law in December 2025 and is applicable to all employers, including VCSE sector organisations. Since February 2026, these upgraded employment rights have begun to take effect, with changes being introduced gradually by the Government across 2026 and 2027, giving employers time to prepare and ensuring workers have clear information about their new rights.
Policies within the legislation are designed to help more people stay in work, support productivity and boost living standards, and a toolkit has been created by the Department for Business and Trade to explain the changes being introduced as part of the Government’s plan to Make Work Pay (MWP). Both employers and employees can also find guidance and support on the Employment Changes website, which will be regularly updated with information.
Hot weather communications
To support stakeholders with their hot weather communications this year, the UK Health Security Agency have updated their communications toolkit for 2026. The material in this toolkit is intended to provide basic health information that can be communicated during hot spells so that the right messages reach the right people at the right time. This year, they have included some new messaging on staying safe from direct sun.
The toolkit supports UKHSA’s Adverse Weather and Health Plan (AWHP) and Weather-Health Alerting (WHA) system, which issues Heat-Health Alerts (HHA).
The core alerting season for HHAs starts on Monday 1 June. Individuals and organisations that wish to receive the impact based HHA must register to receive the alerts where users will be able to specify which regions they wish to receive alerts for. The alert status is also publicly available on the UKHSA Data Dashboard.
Concern as figures show fewer charities prioritise cybersecurity
Concern has been expressed over new government figures showing a reduction in the proportion of charities deeming cybersecurity a high priority.
The Department for Science, Innovation & Technology’s cybersecurity breaches survey for 2025-26 shows that cybersecurity was considered a high priority for senior management in six in 10 charities (60%).
This is a “significant decline” from the 68% recorded in 2024-25, and was driven by smaller charities (income of less than £100,000), whose prioritisation fell from 64% to 53%.
Inquiry invites faith charities’ input around children’s safeguarding regulatory loopholes
Faith charities are among the organisations invited to give evidence to a parliamentary inquiry into loopholes in children’s safeguarding regulations relating to religious communities.
MPs from the All-Party Parliamentary Group (APPG) on Safeguarding in Faith Communities have launched the inquiry, established in April, to improve protection for children in faith settings.
A 2025 briefing note published by Christian safeguarding charity Thirtyone:eight, the secretariat to the APPG, warns of “significant” gaps in the current definition of regulated activity – which barred individuals must not do – within faith communities.
Large charities ‘dominate’ public contracts won by sector, government research finds
Government-commissioned research has found that larger charities win most public procurement contracts delivered by the sector, with small and micro organisations “almost entirely absent” from the market.
The UK Data Spine’s figures, published last week, form the first comprehensive register of all 771,000 civil society organisations, including 194,000 charities, in the UK.
Researchers found that, in civil society, public procurement is “dominated by large and major organisations”.

‘Cultures of timidity’ holding back charities’ response to far-right threat, report warns
Reticence around being “dragged into” culture-war issues is hindering charities’ response to serious threats posed by the far right, a new report has warned.
The research published in May, which surveyed people involved with 55 UK-based NGOs with incomes above £100,000 – three-quarters of them charities – finds over half view the rise of far-right authoritarianism as an existential threat.
The participants’ organisations varied in terms of size, mission and focus, including those dealing primarily with local, national and international issues.
Overcoming Hate: Social enterprise solutions for the LGBTQ+ movement
Social Enterprise UK have released a new report, Overcoming Hate: Social enterprise solutions for the LGBTQ+ movement.
This report briefly reviews the ecosystem of LGBTQ+ support provision, the profile of social enterprise support within this, and seeks to understand the potential for social enterprise models to address gaps and needs across this provision.
Based on limited evidence on LGBTQ+ businesses, service provision and social enterprise models addressing gaps in provision, this paper found some indication that increasing the proportion of LGBTQ+ community support delivered through social enterprises may help improve the financial sustainability of existing services. It may also bring wider benefits, including more joined-up support, longer-term planning, and ultimately more systemic change – provided these social enterprises receive greater attention and targeted support.
People seeing ‘positive impact’ of charities locally twice as likely to donate, CAF finds
People who see a “positive impact” of charities in their local community are twice as likely to donate locally, new research has found.
The Charities Aid Foundation (CAF) published its UK Local Giving Report 2026 this month, which maps generosity across the country.
The report shows that where people can see the impact of charities, they often give more overall (64% versus 46% of those who have not seen any impact or think it has been negative).
